Board of Directors

The Board of Directors sets policy and direction for the Association. The directors are elected by the membership to serve three-year terms. The terms are staggered and three directors are elected each year at the Annual Meeting in February. Each director also serves on several committees during their term.

Previous Board and Related Business Experience: I served 39 years in Law Enforcement, serving at all ranks from Officer to Chief of Police. The last 16 years of my career was as Chief of Police for the City of Iowa City, Iowa. I taught in the Criminal Justice Program at Loras College. I served on the Board of the church I attended in Iowa City, including a term as President of the Congregation. I served for two years as President of the Iowa Police Executive Forum (IPEF). The IPEF is made up of the Chiefs of Police and the chief executives of the State of Iowa law enforcement agencies. I served on the Membership Committee of the International Association of Chiefs of Police, and served on the Board of Directors and as Chair of the Board of MECCA. MECCA is an alcohol and substance abuse treatment facility. I also served on the Board and as President of the Iowa City Optimist International Club. Most recently, I served three years on the Board of Directors of the GTA.
 
Education:  Bachelor of General Studies and  Masters Degree in Public Administration from Roosevelt University. Graduate of the FBI National Academy at Quantico, Virginia, and the Southern Police Institute at the University of Louisville. Attended numerous classes at Northwestern University, Evanston Illinois.
 
Strengths for the GTA Board: Twenty-nine years of management experience in three different Law Enforcement organizations. Approximately 20 years of experience as a board member of various types of organizations. An active member, with my wife, in the social activities of the GTA.  Provided leadership to change the culture of a law enforcement agency to achieve national recognition as an accredited law enforcement department

Previous Experience:  President of the Illinois Junior Golf Association, Advisory Board Member for the Hook a Kid on Golf Foundation, worked with a board in my position as assistant executive director of the Illinois High School Association. As an administrator for the IHSA my work experiences included managing, organizing, supporting and advancing the association business and governance.

Strengths for GTA Board:  My strengths come from the experiences and opportunities afforded me while working for an organization that served a membership.  Our association benefitted from the strategic planning process and I believe the GTA will benefit from one as well.

Previous Experience:  Illinois Institute of Technology Board of Overseers, Air Conditioning and Refrigeration Institute, Water Cooler Section, International Bottled Water Association Board of Directors, International Bottled Water Association, Water Cooler Section.  Also, GTA Greenspace Committee, national Wildlife Federation Community Certification application sub-committee, active in the management of the GTA Farmers Market.

Education: Bachelor of Mechanical & Aerospace Engineering and Masters of Business Administration, Certificate of Business Development.

Strengths for GTA Board:  I bring and education plus business experience in consensus management and strategic planning at high levels in the companies of which I have been a member.  I think I can make a contribution by applying my background/skills to the many issues that confront the GTA as a member of the GTA Board of Directors team.  I have held many management positions and have been part of Executive Councils and decision making and strategic planning processes at top management levels.

Professional Career: For the past 15 years I’ve been a Managing Broker for our family owned commercial real estate company in Oak Brook, Illinois, and in that capacity served as Vice President of Finance responsible for operations and licensing. Prior to joining Winner’s Edge, Inc. in Oak Brook, I worked as a managing real estate paralegal in the area of residential and commercial escrow for Attorneys’ Title Guaranty Fund, Inc. in Chicago and Oak Brook, Illinois.
 
Education: I attended Illinois Commercial College in Champaign-Urbana where I completed an Associates Degree in Business and Accounting; Real Estate Paralegal course work was completed at Harper College.
 
Strengths for the GTA Board: Presently I am semi-retired, working part-time for the Catholic Churches of Galena in Accounting and Business Management. I have retained my Managing Broker’s designation and currently have my real estate license with NAI Ruhl & Ruhl, the commercial entity out of the Quad Cities with offices in Dubuque and Galena.
 

Bill Dexter

Previous Experience:  My professional life consisted of two careers.  One was twenty years in education as a high school mathematics teacher. The second was twenty four years of corporate life holding various positions in computer and telecommunications technology.

Education:  BS in Education Mathematics, Western Illinois University and Master of Management Kellogg Grad School of Management, Northwestern University.

Strengths for GTA Board:  Corporate responsibilities included managing annual budgets ranging from $5 to $20 million and personnel staff ranging from 30 to 175 people.  Customer service and help desk personnel were part of the technical support effort.  Additional corporate activities included long range planning and implementation of technical strategies to complement business plans.  I feel it is imperative to continue to plan for the future of The Territory by implementing strategies that insure it remains a viable and fun place to reside.

Previous Board Experience: Police Dept. Commanding officer & Sgts Credit Union, Past President of the North Central Regional Chapter of the International Association of Auto Theft Investigators.

Education/Work/Community Experience: Graduate of FBI National Academy, 2 years college, 36 years Chicago Police Department, Served as administrative assistant to four deputy superintendents.

Strengths for GTA Board: Experienced manager of operations with multi-million dollar budgets - hard working, reliable and responsible. Recently retired and willing to volunteer to ensure the GTA remains a thriving and prosperous organization.

Previous Board Experience: None.  Related Business Experience: My experience has been reporting to boards of directors. In St. Louis as Assistant Director for Operations and Maintenance for Lambert-St. Louis International Airport, reporting to the Director and the Board of Directors. In Chicago, my reports and change orders were approved by the Board of Directors for Chicago-O'Hare International Airport.   
 
Education:  B.S. in Industrial Engineering from the University of Massachusettes at Amherst. Master of Engineering from the University of California at Berkeley, both degrees with honors. Extensive education in Business and Economics from the University of Minnesota, Duluth, and St. Louis University in Missouri.
 
Strengths for the Board:  Extensive experience in construction management, maintenance of utilities and facilities, and management of large maintenance and construction work forces engaged in these activities. Budgeting for these activities and meeting budgets were a major part of the job. Provided consultation worldwide for management techniques associated with operations and maintenance of utilities and facilities owned by the United States Air Force.

Experience:
  I have a longer term interest in seeing the Territory continue to improve.  As a second home resident I would like to build a bridge between the full-time and part-time residents.
 

What do you want to accomplish as a member of the Board of Directors?
Continue to implement the Strategic Plan.  Improve the amenities while maintaining operating expenses.

Experience: I believe that the combination of my formal education and 42 years of experience as a Registered Architect and Registered Professional Engineer in Illinois has prepared me to be a contributing member of the GTA Board of Directors.  I am now retired and a full-time resident and have the time necessary to help lead the GTA.
 
What do you want to accomplish as a member of the Board of Directors?
I would like to help manage the GTA budget to encourage future growth and efficiencies.  We still have approximately 1000 building sites available for construction.  I also believe we need to work closely with Eagle Ridge Resort and Spa to promote activities and growth.
