The Association offers several programs to assist property owners with their homes within The Galena Territory.

Home Security Programs

1. Key Retention Program:
Annual Fee = $45

The Key Retention Program is a service to homeowners who may require contractors, suppliers, etc., to enter their home when they are not available. The process includes completing the agreement, supplying us with a key and following a few simple rules. In order to safeguard your key, you list on the agreement those individuals you wish to enter on a preferred basis. If you have someone that you wish to authorize to use the key, such as a guest staying at your home or contractor not listed on the agreement, you simply call the GTA Administrative office, identify yourself and give your access code number (a 4-letter–number combination which you determine and is used when calling to authorize use of the key). This process keeps people from calling to use the key without your permission. GTA staff then controls access to the key based on your instructions. 
2. Heat Light Program:

The Heat Light Program is one option to monitor your home for furnace failures during the winter season. This simple system is very effective in protecting your home from damage due to furnace failure or gas supply problems. You simply fill out an application, install the equipment purchased from the GTA, and provide the GTA Administrative office with a key to your home. Should your furnace fail and the temperature of your home fall below 40 degrees, the winter Watchman unit will activate the strobe light. When Security sees your strobe going off (or gets a report from someone else), a Security officer goes into your home to see what the problem is. If indeed your furnace has failed, they will notify the furnace repair company listed on your form and contact you to inform you of the problem. There is a one-time cost of $87 for purchasing the winter Watchman equipment. 
3. Home Alarm Program:
Annual Fee = $33

If you have a fire, burglar and/or carbon monoxide alarm system in your home and there is a problem, a member of our Security department is dispatched to assist in determining the problem. With any luck it’s a false alarm, but we are here to assist if needed. For best results, members should have a key on file with the GTA so Security can do an interior inspection, as well as an exterior one. There is a one-time cost of $35 for purchasing a lock box so Security can access your key to conduct an interior inspection. 
4. Home Monitoring Program:
$25 per Inspection

For members who are not able to spend time in The Territory as often as they wish, the GTA’s Security department can visually inspect your home in your absence. For $25 per inspection, a Security officer will check the exterior of your home to make sure that all windows and doors are intact and secure. The officer will then check the interior of the home to make sure everything is secure, the furnace is working, water is shut off and there are no visible signs of a problem. If anything questionable is found during the inspection, the officer will contact the owner. If any potentially illegal activity is uncovered, the Security officer will contact the Jo Daviess County Sheriff’s office immediately.
  • The Home Monitoring Service requires that you are either a member of the Association’s Key Retention Program, Heat/Light Program or Home Alarm Program as the officer will need to have access to the interior of your home.
  • This service can be scheduled however you wish. You can schedule inspections while you are away on vacation, weekly, bi-weekly or monthly; or you can schedule inspections during the winter months only.  
  • Please note that this is an inspection service only. Security will not make any repairs and The Galena Territory Association is not responsible for damage found or missing items.

2. Maintenance Programs:

A Maintenance Services team member will meet you at your Territory residence and go through a complete checklist of your wants/needs. The team will then put together a custom package that is right for you, and schedule the projects in advance for the season. Whether it’s a Customized Total Home Maintenance Program or a Customized Total Lawn Maintenance Program, or both, Maintenance Services has you covered! 
3. Septic System Maintenance Program
For many property owners coming from metropolitan areas to rural Jo Daviess County, septic systems are a new responsibility. While properties in the resort core are connected to sewers, the majority of homes in The Territory have their own septic systems (fields and tanks.) Failed septic systems are costly to repair, pose a danger to public health, and are a significant source of water pollution. As a homeowner it is your responsibility to maintain your septic system.  
  • Seepage from inadequate or failing septic systems can contaminate both ground and surface waters affecting our drinking water and our lake water. All septic systems need to be inspected and owners are required to have the tank pumped out periodically, typically every three to five years. High usage systems may require more frequent pumping.  
  • The program the GTA has implemented recommends inspection/pumping every four years and is consistent with the Jo Daviess County recommendation. The GTA Septic System Maintenance Program is a voluntary program provided at no cost to GTA members. There are two options, either the Architectural Review office will notify you it is time for your septic system to be serviced and you then contact the contractor of your choice to complete the work, or the GTA can select the contractor and schedule the work for you. Owners are responsible for paying the contractor directly for the service.

Architectural Compliance

Architectural Compliance works in tandem with the Architectural Review Committee (ARC) to ensure that any improvements or changes in the properties will be of good and attractive design and in harmony with the natural setting of the area. It is the mission and assigned duty of the ARC to preserve the inviting appearance of The Galena Territory as a single-family community by administering architectural standards for the design of new and modified homes; to protect the environment (trees, ground water, dark skies, etc.) and to protect and enhance the property values of all homes and structures.
  
New Home Requirements
If you are planning on building a new home, you must attend ARC’s Orientation Program before building plans can be submitted for approval. Please call the Architectural Review Office (815-777-8392) to schedule an appointment with Jason Kevern or Julie Jobgen. The guidelines and procedures will be reviewed along with the approved samples of roofing materials, exterior colors, lighting instruments and the required criteria for submitting plans for approval.

Remodeling Requirements
If you are looking at remodeling an existing structure you should contact the Architectural Review Office. From changing colors, windows or outdoor light fixtures, to adding decks, garages or driveways, please call first to ensure your project is approved and proceeds smoothly.
LP Gas Purchasing Co-op Program
Several years ago The Galena Territory Association started a propane gas-purchasing cooperative amongst those members who have propane-burning furnaces and indicated they wanted to participate in the cooperative. It is an optional program, but today more than two-thirds of eligible homeowners participate in the cooperative. The GTA entered into a multi-year agreement with Ferrellgas. This year’s agreement runs from July 1, 2015, through June 30, 2016, and there is no fee for participating in this program. Pricing is based on a previously negotiated reduced margin, and property owners have the following options: paying a fixed price for traditional “pay as you go” service, pre-paying and receiving an additional per gallon discount, or Index Plus Pricing. This Index Plus Pricing option fluctuates daily based on the commodity cost of propane the day of delivery to your home. For more information, please contact Ferrellgas directly at 888-260-1078.
Tree Cutting
A reminder that on any lot, the removal of trees (dead or alive) larger than four inches in diameter (as measured by nursery caliper one foot off the ground), requires the approval of the GTA’s Natural Resources Manager Emily Lubcke. Also, the pruning of trees larger than four inches in diameter is limited to the following: limbs may be pruned to eliminate undesirable branches consistent with established practice for the individual species; complete removal of branches from ground level cannot exceed eight feet in height, and dead limbs may be removed. Unauthorized cutting down/removal or pruning of trees will result in a substantial fine.
